it might help to know what your memory & cache settings are and if you have multiprocessing enabled.... however, i think if you first convert/re-export your hdv footage to lossless animation or photo-jpeg (high quality) you may eliminate this problem....
codecs like hdv, mpeg-2, mpeg-4 and h.264 use temporal compression and cause a lot of problems in ae... good for nles, bad for compositors. converting the footage to a codec that does not use that type of compression will help you out a lot in ae.
