E lectric system planning has become highly complex in the deregulated system environment. Based on system needs, market and regulatory siting decisions and policies, generation and demand side developers make independent decisions to install resources based on their own projections of future system conditions and markets. Transmission planning must account for power flow patterns that can be highly variable and much different than was anticipated when the system was originally constructed. Given all of this uncertainty, there remains the need to plan for reliable, economic, and environmentally acceptable operation of the system by addressing the traditional technical planning issues. These include load forecasts, assessments of adequacy and economy of supply resources, environmental emission restrictions and capacity limits of the transmission network. It is also necessary to account for markets and the role of energy and environmental policies. ISO-NE is responsible for regional system planning for the six-state region comprising Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. The plans provide information to developers including the amounts, types, and locations of needed resources. Through markets that encourage the integration of these needed resources and the addition of backstop transmission facilities, the overall system plans provide for the reliable and economical performance of the future system.
The Regional Planning process is transparent, and continuous. Stakeholder meetings are open to all interested parties where the scope of work, assumptions, and draft results are discussed. The process includes a transmission plan with discreet milestones that must be met in the lifecycle of all transmission projects.
