1. 他问的是一个问题。what 从句是从问题变来的。
that是由一个陈述句（事实句）变到的。
两个很少一起用，但如果what句是一个陈述句，两个会碰在一起。如：
He pointed out that what she said was wrong.
2. 因为这么一来，就不成一个句子了。that只是引导了一个定语从句,而且是一个错误的从句，被动语态，后面还有宾语吗？
3. 该用的时候用。
将定语从句还原，变成一个介词填空题来考虑：
the students’ potentiality is developed_____ that degree.
A. to B. of C. in D. with
