1.Many communities in my state are forming neighborhood watch program () criminals.
为什么是programs that will deter而是不programs for the deterrence of?
答:是限制性定语从句,而不是目得状语。
2.Few issues of public policy are as likely to provoke widespread interest as that involving possible danger to the health or safety of children.
that错了,为什么?
Presumably, the writer wants "that" to refer to one of the "issues." But "issues" is given here as a plural noun, so you can't refer to one of the issues as "that." (You can, however, refer to "issues" as "those," since that is consistently plural.) So "that" should be "the issue": "Few issues of public policy are as likely to provoke widespread interest as the issue involving. . . ."

2. 应该是those,因为是复数,要平行一致
3. necessary for? 应该是固定搭配吧?不过具体是什么我不清楚了。。
