The move precipitated emotive outcries, such as that from the Conservative Mayor of London, Boris Johnson, who predicted Kosovo-like ‘social cleansing’ in some London Boroughs.Whilst much of the debate is focussed on conjecture and historical precedent, there has been, to date, a lack of coherent and dispassionate assessment of the real impact of these proposals on the health and wellbeing of the citizens affected by them. Despite the rhetoric of successive governments recognising the need for evidence-based policy making, the reality is that policy decisions such as these are made for their likely short to medium term macroeconomic impact and not for the medium and long term impact on the health or wellbeing of individuals and communities. So, whilst the health impact of specific events such as the 2012 Olympics or the building of an airport terminal are subject to health impact assessment, it is unlikely to have been part of the thinking in Whitehall prior to the recent announcement of proposed changes to public spending.Trade Unions in the UK are amongst those who have reacted most strongly to the proposed changes: it is their least well paid members who are likely to be in the line of fire as a result of reductions in public spending. At this time, the unions might wish to consult the work of one of the fathers of modern public health, the late Professor Jerry Morris, who led the development of an evidence-based methodology for a minimum living wage for Londoners, not long before his death last year.
