工程硕士专业学位在飞速发展的同时也暴露出一些问题。比如:生源问题、质量问题、就业问题等,而这些问题的关键在于工程硕士专业学位社会认可度不高,高校、社会对工程硕士培养理念存在偏差。工程硕士专业学位的发展需要构建出符合自身特色,与未来任职领域相联系的培养模式,构建这种培养模式的首要工作是研究如何将以职业为导向的理念贯彻到工程硕士的培养过程中去。本文所研究的将工程硕士专业学位与职业资格认证进行衔接正是能够促进工程硕士与未来任职领域的紧密联系,拓宽工程硕士的发展之路。通过构建二者的衔接机制,指明工程硕士的培养模式改革的方向和途径,进而提高工程硕士,尤其是全日制工程硕士的就业竞争力,增加社会对于工程硕士的社会认可度,这正是将二者衔接的目的所在。本文通过研究我国专业学位和职业资格认证的相关概念和理论依据以及国外专业学位与职业资格认证衔接的形势和内容,论述了我国工程硕士专业学位发展至今暴露出质量不高、与任职资格联系不紧、与企业需求存在差异等问题,同时,以上的原因也导致了工程硕士专业学位在于职业资格认证衔接中高校理念不到位、与行业协会缺乏沟通等问题,之后又对通过对四个典型案例进行调研访谈总结出在衔接体系中主要主体应承担的责任:政府起着明确政策、加强协调监督的作用;行业协会起着保障、监督和指导的作用;学校则需要转变观念,积极探索和改革,以此来保证衔接的顺利进行。最后,在之前各章全面分析的基础之上提出实现工程硕士专业学位与职业资格认证衔接在宏观上需要国家完善法规政策建立完善的互认衔接体系,在微观上以职业为导向对工程硕士培养的各个环节进行相应的调整改革:在组织管理高校要设立专门的领导机构;在课程体系上要以工程问题为导向,与未来职业相互衔接;在教学内容上要注重新知识、新技术的融入,与职业资格要求的知识点相互覆盖;在实践环节上要给予重视,强调动手能力的培养提高工程硕士解决实际问题的能力;在考核标准上要与对应工程领域职业准入标准相互渗透等。
