grant动词是授予的意思，名词是拨款,express动词是表达或者显而易见,可是如果express在这里是动词跟在of后面不需要用动名词形势吗？如果express是名词的话-快递服务，词义说不通啊。
大体明白这句话的意思，可是无法翻译出来。
