There is a great dispute about both the historical achievement and the use for reference of the Severe Law Governing at the beginning of Ming Dynasty, which are denied by quite a lot of scholars. This article describes the achievement of Severe Law Governing in the legal system of Ming Dynasty, and suggests that Severe Law Governing has made a greatest contribution in Chinese history and should still be used for reference in anti-corruption movement of China today.
