对，应该是 "where were you?" 我来说明一下：

如果我给你打电话，我当然不知道你为什么没有接。"Where did you go?" 意思是 "你出家门到哪里去？", 但是你不一定出家门了。你可能在洗手间里，可能在睡觉，可能在做菜, 没办法接电话。"Where were you?" 意思是 “你在哪里”；这样问比较适合。

分析：这又是一道陷井题。上面最后一句我是根据答案来翻译的。意译恐怕是“你到哪里去了？”所以选A, Where did you go? 的同学肯定觉得冤！可能还有选D的！
我们来看一看：Where were you? 和where did you go?的区别。
第一句=Where were you at that moment?问话是想知道，我打电话的那一刻，你身处哪里？想弄明白他为什么不接电话。（肯定是座机）。估计答者可能会回答：我当时正在浴室（洗澡）（因没来电显示，等洗好澡后，不知道是谁，不能回拨！更有可能回答说：我在别处。
