由于经济快速发展,政府的大力支持,有关标准制定和实施,信用卡业务在我国目前正处于高速发展阶段,但目前各个银行只关注发卡数量的多少,而忽略了客户的质量。只注重信用卡业务的前期工作,后续的服务工作被疏忽。从而造成了信用卡使用频率的低下,很大一部分未被启用,产生了大量的睡眠卡。另一方面,银行在信用卡的风险控制上不够重视,对信用卡的欺诈风险、操作风险、道德风险和信用风险控制不力。为解决上述问题,本文认为:首先,政府应立法与税收鼓励信用卡的使用者。第二,银行应提高信用卡技术水平,加快软硬件设施建设,改善自身的服务质量,提高工作效率,尽量减少消费者在持卡消费中遇到的不便。第三,实行集中管理、分级经营的模式,统一信用卡风险管理,构筑持卡人征信平台,建立发卡行、持卡人、特约商户三者联系沟通机制,第四,妥善处置信用卡透支,加大追索力度,防止恶意透支行为发生。

With the development of economy, the share of credit consuming is growing larger and larger. But this consuming method hasn't been very long since existing in our country, especially the credit card business. The credit card has a low using percentage and an uncompleted risk-controlling system due to the relationship between business and personal experience and the weakness in assistant measures. This article holds a particular investigation into the current situation of the development and risk-control of credit card and gives a solution to problems according to the conditions mentioned above.

Since the fast development of economy, the strong support from the government, and the establishment and practice of relative standards, the credit card business in our country is now in a fast developing stage. But now every bank only cares about the quantity of cards deliverd rather than the quality of customers. The prophase work of credit card business is focused in but services after that are ignored. All these lead to a low using rate of credit card, a great part of which are not in use at all, bringing a large number of "sleeping cards". On the other hand, the banks don't pay enough attention to the risk-control of credit card. They don't have an effective method to control the cheating, operating, moral and honor risks of credit card. To solve the problems above, I believe :

Firstly, the government should encourage the users of credit cards through legislation and taxation.
Secondly, the banks should imporve the technique level of credit cards, fasten the construction of hardware and software, imporve their own service quality and efficiency, and reduce the unconvenience of the customers in using credit cards as much as possible.
Thirdly, method of manage in centre and business in branches should be carried out. We should join the risk management of credit cards together, establish a credit platform for users and also a system of communication among the bank which delivers a card, the card user and the businessman with special arrangement.
Fourthly, we should properly deal with the overdraft and charge it with a harder force to prevent any overdraft with hostility.

Second, the bank should raise thecredit card technical level, speeds up the software and hardwarefacility construction, improves own grade of service, enhances theworking efficiency, reduces the consumer in to hold inconvenient asfar as possible which the card expends meets. Third, theimplementation centralized management, the graduation managementpattern, the unified credit card risk management, constructs thecardholder to draft the letter platform, the establishment sends thecard line, the cardholder, the special merchant three relationscommunications mechanism, fourth, properly handles the credit card tooverdraw, enlarges presses for payment dynamics, prevented the evilintention overdraws the behavior occurrence.

Along with economic development, consumer credit in our patterns of consumption as a proportion is increasing. But such consumption patterns in China there is not much time, especially credit card business. Second, banks should increase the level of credit card technology, hardware and software to speed up infrastructure construction, improve their quality of service, improve work efficiency, and minimize consumer cardholder spending little inconvenience.
