动漫产业被称为21世纪知识经济的核心产业，当前，我国把动漫产业列入“十二五”期间重点扶持和发展的产业，并把动漫产业定义为提升国家“软实力”和促进经济可持续发展的朝阳产业之一。山东省也在国家政策的指导下大力发展动漫产业，提升全省文化产业发展水平，促进产业结构的优化调整。但在发展过程中仍有很多的问题。本文主要分析了山东省动漫产业发展的整体状况，对于存在的问题提出可行性建议。

Cartoon industry (CI), deemed as core of 21th century knowledge economy, has been listed in the key financed industries during the 12th Five Year Plan now. CI is defined as one of the rising industries contributing to soft power promotion and economy sustainability. To improve the level of culture industry and optimize the industrial structure, under the direction of national policy, Shandong Province attaches significant attention on CI, which is inevitably confronted with some problems. This paper aims to analyse the situation of CI in Shandong aggregatively and offer feasible advice to unresolved troubles.
