摘 要
随着中国加入WTO和《世界烟草控制框架公约》的签署,中国烟草行业正面临着巨大的考验与挑战。特别是烟草工业企业想要在未来的市场竞争中生存下来,就必须狠抓技术创新和技术进步,科学运用项目管理手段开展技术改造项目,以提高企业自身的核心竞争力。而作为工程项目的具体实施者——项目管理团队,如何进一步提高团队的有效性,使其能够更加科学的实施项目管理并高效优质的完成项目建设时摆在企业面前急需解决的问题。
本文以徐州卷烟厂“十二五”技改工程项目指挥团队部为例,以团队有效性理论为依据结合项目指挥部团队工作开展的实际情况进行了调查研究,发现徐州卷烟厂“十二五”技改工程项目指挥部团队的有效性还有待进一步的提高,而影响其有效性提高的主要问题有下面几点:一是团队成员知识结构不合理;二是团队内部各专业组工作职责设置不够合理;三是团队的沟通不成体系,沟通渠道比较单一;最后是团队的激励制度不健全。
通过对这些问题的分析并以团队学习理论、团队沟通理论、业务流程再造理论和团队激励理论为依据,从打造学习型组织、优化专业组工作流程、建立工程项目沟通体系、完善激励机制四个方面提出了具体的解决措施,以进一步提高徐州卷烟厂“十二五”技改工程项目指挥部团队的有效性。
本文通过对项目指挥部团队现行管理进行分析与优化,对提高项目指挥部团队的整体效率与管理水平具有较强的借鉴意义,也为工程后续的建设提供了有力的保障。 展开

With the signing Chinese accession to the WTO and the "Framework Convention on tobacco control" of the world, Chinese tobacco industry is facing enormous challenges and test. Especially the tobacco industry enterprises want to survive in the future competition in the market, we must pay close attention to technological innovation and technological progress, scientific project management tools to carry out technological transformation projects, to improve the core competitiveness of enterprises. In this paper, taking Xuzhou cigarette factory "1025" technological transformation projects command team as an example, based on the theory of team effectiveness is based on the actual situation according to the project headquarters team work of investigation and study, found that the validity of Xuzhou cigarette factory "1025" technological transformation projects command team needs to be further improved, and the effect of main the problem of improving the validity of the following several points: one is the team members' knowledge structure is not reasonable; the two is the responsibilities of all professional groups within the team is unreasonable; the three is the team communication does not become a system, communication channel is single; the last is the team's incentive system is not perfect.
Based on the analysis of these issues and to the team learning theory, communication theory, business process reengineering theory and incentive theory as the basis, from the incentive mechanism of four put forward concrete measures to improve the learning organization building, optimizing professional group work flow, the establishment of project, communication system, in order to further improve the effectiveness in Xuzhou cigarette factory "1025" technological transformation projects command team.
In this paper, through the command team management project analysis and optimization, has a strong reference to improve the project headquarters team's overall efficiency and the management level, but also to provide a strong guarantee for the construction of the project follow-up.
