A serious animal abusement affairs have occoured in recent years.Such as, the student Liuhaiyang from machinary major in Qinghua university assult the bear by vitriol, the cat abusement, the dog been beaten, dog abusement, rabbit abusement. Everytime, after this affair,we see the condemination form media and public and also hear the regreting words from them. But all of this has not fundermantaly cured the abuse of wild animals except the regulations reluctantly published by the National forestry bureau and establishing department.On these affairs, we have no law to cling to as law itslef is the major joint of adjusting social relations.Integreting the law of animal wellfare and improve it ,this not only relate to the health development of human being ,but also serve the promoting of nation economic ,as well as catch up the pace with the international word.
