我国基础教育中,多为公立学校,社会力量办学、民办学校在中等教育中所占的比重较小,且在发展中困难重重,如经费不足、管理不善、教师老龄化等,办学质量令人担忧,一些地方在国有企... 我国基础教育中,多为公立学校,社会力量办学、民办学校在中等教育中所占的比重较小,且在发展中困难重重,如经费不足、管理不善、教师老龄化等,办学质量令人担忧,一些地方在国有企业办学被剥离后,政府办教育的负担更加沉重。众多的公立学校基本是按照升学目标来办学,新出现的一些私立民办学校也模仿这一方向,办学模式十分单一,所培养的学生缺乏专长和技能,不能升学而走进社会后无法适应社会的需要。要解决这些问题,我们认为:一要认真贯彻国务院“积极鼓励、大力支持、正确引导、加强管理”的社会力量办学方针,尽快形成以政府办学为主体,社会各界共同参与,公办学校和民办学校共同发展的办学体制。二要加强私立学校有关政策的研究,制定出私立学校发展规划、私立学校管理办法等政策,保证私立学校的顺利发展。三要着力解决好普及九年义务教育后,高中办学规模不足的问题,制定出有利吸纳社会资金办教育的优惠政策,扩大教育规模;努力改变机制不活,模式单一的办学状况,鼓励学校办出特色;适度发展兼有升学预备教育和就业预备教育的综合性高中,通过高二后分流教育或通过加强普高与职高的联系等办法,发展高中阶段的职业教育。 展开
