着人口老龄化，独生子女增多，核心家庭逐年增多，独居老人和空巢家庭增多，导致家庭养老的传统功能弱化，需要社区养老服务作为重要保障。本文从老龄化问题入手，深入分析了邯郸市当前实施社区养老助老服务的必要性，指出在邯郸市发展养老助老服务是适应社区工作构建和谐社会的需要，同时也是满足老年人对社区方面实施养老助老服务的需求的需要，针对这些需求进一步分析了邯郸市社区方面内部发展存在的问题和阻碍因素，主要包括观念认识不到位、基础设施差、服务形式单一和专业服务人员匮乏等。因此，社区养老助老服务对专业服务人才和完善的社区硬件设施具有广大的需求空间。在这种情况下，借鉴世界上一些福利型国家和地区的经验，结合邯郸市的社区发展现状，开展和加强社区养老助老服务，满足老年群体的多方面需求，已经成为当务之急。最后本文通过对社区养老助老服务现状的分析研究得到以下对策和建议：

本课题以邯郸市社区养老助老服务的多样性及困境为研究主题，通过实地调研对邯郸市社区养老助老服务的发展现状和困境进行分析，总结邯郸市社区养老助老服务发展的经验，提高政府和社区对养老助老服务的重要性和迫切性的认识，在以往研究的基础上提出推进社区养老助老服务的对策与建议。

Abstract
With the aging of the population as well as the increasing number of the elderly and empty nest families, families are playing a decreasingly weak role in their traditional support and caring for the aged, therefore community care services are needed to act as an important safeguard.
But there has been a number of serious problems with communities of Handa City,such as inappropriate concept and recognition among service personnel,inferior infrastructures,single services as well as a lack of fund and professional staff.
Under such circumstances, learning from some welfare states and regions and taking good consideration of the community development in Handan City , the top priority is to improve knowledge ,perfect services and facilities of the community caring for elder people as well as to meet various needs of the older groups.
This theme focuses on the study of diversification and dilemma of the elderly support and caring in communities of Handan City.
The theme , through field investigation, analyses the present state and difficult situations of the elderly caring services and summarizes the experience, in an effort to enable the government and the community understand how important and urgent the elderly caring services are and put forward new policies and suggestions for promoting the services on the basis of the past studies.
