Can people carry their dogs to the public place?

Today more and more people keep pets with the changing life style of the whole society. They not only keep their pets at home, but also bring their darlings to the public place to show. We can see dogs lead by their “parent” in the park, on the road and elsewhere.
Some people say that dogs shouldn’t be taken to the public place. As we see often, some dogs shit and piss at these places and make these places dirty. Except that, some dogs bite the passersby once in a while, bring diseases to the bitten and this make the public place not safe. So these people firmly think that taking the dogs to the public place should be forbidden. Meanwhile, some people are indifferent about it.
But I have my own opinion. Dogs like other pets should be regarded as a company of people. They can reduce people’s loneliness, especially those who usually stay at home by themselves. To such people, pet dogs already become their children, husband or wife. I think no body will be against that one shouldn’t take his/her children, husband or wife to the public place. In fact, the key of this problem is management. If people can foster their pet dogs by training them well, shitting, pissing and biting will not appear again. That will be fine.
So people can carry their dogs to the public place while their dogs are well looked after.
