18.yesterday是昨天，所以对过去的猜测不用can。
17 in case he comes就说明约翰来并不是铁板钉钉，只是一种猜测，must表猜测， wil没有表猜测的用法。
21。I spent a whole night just waiting for you。我已经等了你一整晚。作者想说的是如果你能早些时候告诉我，我就不必要等一晚了。你理解的如果真的是现在告诉你，有什么意义，你已经等了。所以要用过去时，表示对过去行为的指责，遗憾。
23. sorry to have done 就说明事情已经做过了，发生了。所以对过去行为动作的指责用could。can是现在时。

追问

既然should后面加不带to的动词不定式，或者就是动词原型，那为什么18题又可以用should have gone to see ？有很多题目里面都是用should not have done表责备的。

should have gone to see 紧挨者should 用不带to的动词不定式，或者就是动词原型，18题中should have gone to see 的to 是go to see结构中的，和should没关系。

17. in case 表示以防万一，只是种推测。will只是表示将来或者一种意愿。
21. 选B。could have done 表示虚拟，本能够做而未做。
23. 选A can 用于感叹句、疑问句表示一种惊讶或责备的语气。
