摘要：
自2004年开始，国务院办公厅下发了《国务院办公厅转发建设部等部门关于优先发展城市公共交通意见的通知》，对优先发展城市公共交通提出了一些要求和建议，发展“公交优先”已成为人们的共识。本文拟对哈尔滨市实行“公交优先”政策的各个方面进行研究，目的在于更好的认识所面临的现状并发现存在的问题，在此基础上来探讨解决这些问题的方法，提出措施来加快“公交优先”政策的落实，促进哈尔滨市公共交通协调发展。

The General Office of the State Council issued the documents on Notice of the General Office of the State Council on Forwarding the Opinion of Such Departments as the Ministry of Construction on Urban Public Transportation Priority in 2004, put forward some requirements and suggestions for urban public transportation priority. Developing public transportation priority has already become the consensus shared by people. This paper tries to study on all aspects of carrying out the policy of public transportation priority in Harbin, aims to understand the current situation better and find the existing problems, discuss the methods of solving the problems on the basis, take measures to accelerate implementation on policy of public transportation priority, and promote the coordinated development of public transportation in Harbin.
