  (一)财务关系的辐射面扩大 首先,就企业内部而言,财务管理活动涉及到企业的生产、供应、销售等各个环节。每个部门在合理使用资金、节约资金支出、提高资金使用率上,都应接受财务的指导,并受财务管理部门的监督和约束。同时,财务管理部门本身为企业生产管理、营销管理、质量管理、人力物资管理等活动提供及时、准确、完整、连续的基础资料。其次,现代企业财务管理还涉及到企业外部的各种关系。在市场经济条件下,企业在市场上进行融资、投资以及收益分配的过程中与股东、债权人、金融机构、供应商、客户、内部职工等各种利益主体之间有着千丝万缕的联系。
  (二)管理内容的综合性加强 现代企业制度下的企业管理是一个由生产管理、营销管理、质量管理、技术管理、设备管理、人事管理、财务管理、物资管理等诸多子系统构成的复杂系统。诚然,除财务管理外的其他管理大多都采用实物计量的方法,从某一个方面对企业在生产经营活动中的某个部分实施组织、协调、控制,只能对企业生产经营的局部起到制约作用,不可能对整个企业的运营实施管理。财务管理则不同,作为一种价值管理,它包括筹资管理、投资管理、权益分配管理、成本管理等,是一项综合性强的经济管理活动。因为是价值管理,所以财务管理通过资金的收付及流动的价值形态,可以及时全面地反映商品物资的运行状况,并可以通过价值管理形态进行商品管理。也就是说,财务管理渗透在全部经营活动之中,涉及生产、供应、销售各环节和人、财、物各要素,因此企业内部管理应以财务管理为突破口,通过价值管理来协调、促进、控制企业的生产经营活动。
  (三)市场反映灵敏度要求提高 在现代企业制度下,企业成为面向市场的独立法人实体和市场竞争主体,企业经营管理目标转变为实现经济效益最大化。这是现代企业制度要求投入资本实现保值增值所决定的,也是社会主义现代化建设的根本要求所决定的。企业要发展,必须扩大收入,收入增加意味着人、财、物相应增加,并以资金流动的形式在企业财务上得到全面反映,对财务指标的完成产生重大影响。因此,财务管理是一切管理的基础,抓好财务管理就是抓住了企业管理的关键,管理也就落到了实处。
二、21世纪财务管理面临的挑战
  (一)经济全球化的挑战 20世纪80年代以来,经济全球化成为世界经济发展中特别引人注目的大趋势。加入WTO将使我国经济融入全球经济,也使我国企业走向国际。因此,财务管理必然面对国际化的问题,如国际化融投资活动的开展、财务管理法律法规制度建设、与国际接轨、企业会计核算方法及审计制度国际化等问题,传统封闭型的财务管理将面临挑战。同时,中国融入全球经济,各国企业的激烈竞争和全球资本的自由流动等,将使风险防范成为财务管理的重要内容。如何根据我国实际情况,借鉴西方财务管理理论,从而提高资本运作效率和经济安全性,是融入全球化经济需要首先解决的问题。
