从这句其实看不出问题叙述的内容啊！所以我就选了NG，结果错了。。。。

我的理解
大意: 日本人知道一些技巧 这些技巧可以让建筑物在摇晃中稳定着(随风摇荡),而不是以自身的稳定去对抗自然力量(风),
换句话说 就是利用自然力(风)

题目The builders of pagodas knew how to absorb some of the power produced by severe weather conditions.
塔的建筑者知道如何吸收一些自然条件(风)创造出的力,
换句话说 就是不抵抗自然力

所以我觉得是yes
