改革开放二十多年以来，长江三角洲地区已成为我国经济增长最快的地区之一。在长江三角洲经济发展和产业升级过程中，外商直接投资（FDI ）起到巨大的促进作用。1985年以来，长三角实际利用FDI占全国实际利用FDI 的比重由1985年的5.46％上升到2006年的48.1％。长三角是利用国际直接投资最多地区的之一，也是中国制造业发展最快的地区之一，已成为国际产业资本向中国转移的前哨阵地。
本文通过对长三角地区三省市利用FDI的规模、结构、来源地、投资效果的比较，结合FDI对长三角地区的资本形成、技术溢出、产业集聚以及对GDP、就业、工资水平和环境的影响，发现长三角地区在引资过程出现引资不平衡，利用FDI的产业结构不合理，外资独资化趋强，技术溢出效应被高估，环境污染等问题，提出当前长三角地区利用FDI应转变思路，不应盲目地追求外资数量，而更应该追求外资质量，创新利用外资方式，实现国家及地方产业转移，达到全社会的可持续发展。对作为吸引外资的“强磁场”——长三角地区进行分析，为江浙沪地区扬长避短、更加高效地利用外资提供了理论依据，对其他省市如何合理利用外资具有一定的借鉴意义。

In the Yangtze River Delta economic development and industrial upgrading process, the foreign direct investment (FDI) has played a tremendous role. To attract foreign investment as "strong magnetic field" -- the Yangtze River Delta area, Jiangsu, Zhejiang and Shanghai to avoid weaknesses, more efficient use of foreign capital to provide a theoretical basis for how other provinces and cities with reasonable utilization of foreign capital will be used for reference.
