关于茶叶公司办理生产QS和分装QS，究竟哪个更快捷方便？

我新注册的一家茶叶公司，主要是做茶和代用茶。我公司是进散茶回来，自己包装销售。现在需要办理QS，才能面向市场。我今天去质监局，阐述了下情况，质监局建议我办分装的。
不过目前生产型QS设备我也有，我想了解下两者所花的费用是否相同。时间上面，谁更快一点？
听质监局简绍，他说分装的办理时间会短一点。不过我听说原产地的东西，不可分装，请问是什么意思呢？
还有费用的问题，两者是否所花费用一样？

分装比较简单一点，费用相对较低，具备冷库或冷藏箱、分装车间、更衣室、包材仓库、检验室、检验员，评茶室。但是也要有评茶员职业资格证。茶叶产品允许分装，但地理标志（原产地域）的茶叶产品不允许分装。紧压茶产品不允许分装，包装的标签应符合GB 7718《预包装食品标签通则》。就具体细节，你可以咨询当地的质监局。
QS认证费用
1：申请费用：2200/单元。同时申请两个含两个以上的，每加一个加收20% 　　2：检验费用： 按照各省标准执行。 　　3:咨询服务费用:按咨询机构标准执行,一般为12000~15000元。包括企业标准备案咨询费用。

每个地区认证费用和时间不一样，2000-10000不等。这主要还是看你跟质监局的关系怎么样，关系好可以先生产，同时再办认证。
