我国的导航事业的发展要想出于世界的领先水平,必须要加强国际合作,加快我国的卫星导航系统的发展步伐。要根据国内需求,跟踪国际先进理论和技术,充分研究分析国际成功的经验,特别是不完善的经验教训,扬长避短,从更高水平和更可靠的起点着手,结合我国国情,实现跨越式发展,避免全盘照搬国外技术。努力提高我国民用全球定位系统的技术先进性和中国特色,为提高国际地位、开拓国际市场创造良好的科技环境。

3.先区域覆盖后全球覆盖

我国的卫星导航系统可以考虑先满足我国境内和周边地区的导航与定位需求。我国的地理覆盖范围是纬度方向跨度为65度,中心地带经度为东经110度,重点的区域覆盖范围是北纬0至55度,东经55度至180度,要求能在这个区域上完成高精度的导航定位服务。对区域星座的设计必须考虑到能使它容易扩充成全球星座,目前针对我国卫星导航系统的区域星座设计方案一般有两种:1)X MEO+Y GEO。按照Walker星座设计规则,由于其良好的统一性与对称性,对地球单一和复合性覆盖,具有很高的效率。GEO作为系统的增强部分,同时也可以作为GPS,GLONASS,GALILEO等系统的增强部分。区域设计阶段X=3,Y=9,卫星均匀分布在3个近圆轨道面上,倾角为55度,这种设计能保证我国地区大部份时间的连续高精度的定位。面向全球覆盖时,X=4,Y=24,此时的星座设计可以达到全球覆盖,并能满足全天候高精度定位的要求;2)X IGSO+Y GEO。IGSO卫星具有良好的区域覆盖性和可扩展性,与GEO卫星结合构成稳定的区域卫星导航系统。初期采用3GEO+3IGSO布局可以达到良好的区域覆盖效果,经过逐步的扩充,后期采用6GEO+18IGSO星座即可以达到全球覆盖的目的。
4.承前启后、军民两用、促进相关产业发展和科技进步
充分利用现有的技术条件和基础设施,兼顾民用和军用需求;在构建全球定位系统的同时,充分考虑所涉及的基础设施及其支持下的高新技术体系对将来我国国民经济发展与信息产业,空间技术、航天工程、地球科学以及新军事体系构建的支持和推动作用,促进相关产业发展与科技进步。
5.系统和用户平稳过渡与发展
导航卫星系统空间段的卫星数量多,地面系统复杂,投资大,建设和使用周期长,用户数量大,涉及面广。系统的体制规划既要考虑当前利益,又要考虑导系统的发展。在不同阶段的导航服务中,体制上要具有一定的兼容性,要保证系统和用户平稳过渡与发展。
