1、问题的提出
科学技术的发展离不开科研人才,采办一流的装备,离不开一流的采办人才队伍。装备采办工作成效如何,关键在人才。做好装备采办国内工作需要有一支优秀的采办人才队伍,建设高素质的、专业化的装备采办人才队伍,是推进武器装备现代化的重要前提。
正确认识装备采办与装备采办人才队伍的辩证关系,对发挥装备采办人才在装备采办中的作用、提高装备采办人才队伍建设的针对性,都具有重要的现实意义。
装备采办人才是一种特殊的军事人才。装备采办人才是军队装备人才的重要组成部分,是军事人才中从事装备采办活动的特殊人才。装备采办人才蕴含于装备采办从业人员之中,是装备采办工作的骨干力量,因此,需要一定的装备采办人才选拔方式将这些人才从普通的装备采办从业人员之中选拔出来。通常这些方式包括:谈话调查法、民主评议法、民意测验法、考试法、案卷查阅法和模糊综合评判法等。为避免标准不全面、设置不合理、评价打分过于随意和主观的人才选拔模式,本文拟建立科学的选拔综合评价指标模型,采用层次分析评价的方法,对装备采办人才的选拔进行全面、准确、综合的定量评价,对于选拔较高素质
的装备采办人才具有重要作用。
2、装备采办人才评估指标体系的构成
对于装备采办人才的选拔应该包括理论与实践两个方面:理论方面主要评估装备采办人才完成工作所具备的理论知识水平;实践部分主要对装备采办人才实际工作情况进行考核,检查他们的实际工作能力。一般说来,对装备采办人才的选拔评估主要围绕德、能、勤、绩等方面内容展开。
一般主要包含政治思想、业务水平、工作作风、健康状况和廉洁自律等五个大方面,这个方面是装备采办人才评估的主要指标。
3、AHP 分析法的具体实现
3.1 建立层次模型
应用AHP法解决多目标决策问题最重要的一步是将问题条理化、层次化,建立递阶层次结构模型。根据上面对装备采办人才评估标准体系构成的总结,我们将问题分为三层:
a) 目标层:这层只有一个元素,一般它是分析问题的预定目标和理想结果,在本模型中,目标层是装备采办人才选拔考核。
b) 准则层:含有准则层和子准则层,它排列了是否达到目标的各项准则,此层是模型的核心部分,本模型中准则层包括:政治思想、业务水平、工作作风、健康状况和廉洁自律。子准则层包括:政治立场、岗位意识、敬业精神、学历层次、创新能力、工作业绩、科学严谨、团结协作、实事求是、年龄结构、健康情况、遵纪守法和秉公用权等。
c) 方案层:这一层包括为了实现目标可以供选择的各种措施、决策方案等。本方案层是各待选拔的装备采办人员。 为了更清楚地诠释本模型,如图1所示: 展开
