摘要： 随着计算机网络的发展和普及，网络犯罪也在迅速蔓延。近年来，我国的网络犯罪主要呈现出以下几种特点：犯罪主体的多样化、年轻化，犯罪行为的超越时空性和隐蔽性以及犯罪结果的严重危害性等。网络犯罪不仅侵犯公民个人合法权益、影响社会公共秩序，而且危害国家安全。因此，从组织控制、制度控制和文化控制这三个方面，对网络犯罪的防控对策进行研究，以期有效地预防网络犯罪的发生，保障国家、集体和个人的合法利益不受侵害。"

abstract:as the internet is developing widely, the net crime is rapidly developing at the moment. in recent years, the net crime mainly presents in the following features:
lower-age and diversity of criminals, the uncontrollable boundless space for taking place crime and its severe consequence.
not only does the crime invade the legal rights of the people, badly influnce the social public order, but also harm the safety of the country. therefore, it is supposed to do the research for preventing and controlling net crime from 3 parts: organiztion, system and culture. by doing these, the crime will be effectively prevented and the legal rights of the nation and group as well as the individuals will be protected.
