1.这是个否定问句 ，根据语境可以判断回答者认为是有帮助的 所以 中文回答是 “不是 实际上 这个是最有用的”但是老外和我们中国人的习惯不一样 他们讲求前后一致 不会出现 no， it was the most helpful这种情况，前面也要用yes sure来表达不是的意思 所以选择A

2.说实话 我觉得两个选项都是正确的，如果要从中国应试制度来说就是unless使用要遵守主将从现的法则，就是主语将来时从句现在时，但是题目里从句是a different welfare system will be created.也是将来时所以排除
