英语语法问题(高手请进)

This seems mostly effectively done /by supporting a certain amount of research /not related to immediate goals but of possible consequence in the future.
这是考研英语中的句子,问题是:
This seems mostly effectively done 为什么不是 This seems to be mostly effectively done? 虽然done可以当形容词(seem当连系动词可以跟形容词用)但是由by可以看出done是被动语态(当动词用),为什么前面没有be?

你说的对啊，这里这个被动其实已经变成了分词+介词短语，跟在seem后面构成表语，相当于形容词，是很典型的主系表结构，主系表这种基本句子结构中，谓语就是系动词，所以done即使是被动语态，也不当动词用了。
