不是说there后面不能跟have吗？那为啥有there have been

have（has)表示“有”时不能用于there be 句型。

但是，there be 句型可以用现在完成时，即there have (has)  been +主语。

例如：

1、There are two books on the desk.

书桌上有两本书。

2、There has been a rapid decrease in traffic accidents since 2014. 

自2014年以来，交通事故大幅减少。

3、 There have been four years of below average rainfall. 

已经有4年降雨量低于平均值了。
