美国新总统就职日期最先是3月4日（我记得富兰克林.罗斯福就职时还是在3月4日的），但是后来改为1月20日并延续至今。
请问：
1、美国总统就职日期为何由3月4日挪到1月20日？
2、是哪一年更改到1月20日的？

原来确实是在3月4日.但是美国宪法第二十条修正案为了限制破脚鸭总统(lame-duck president)滥用职权的时间, 所以把时间提前到1月20日.所以从富兰克林.罗斯福的第二任任期(1937)开始,总统在1月20日宣誓就职.

Inauguration Day was originally held every four years on March 4 except the first inauguration for George Washington, which was held on April 30, 1789. The ratification of the Twentieth Amendment to the United States Constitution changed the beginning of the President and Vice President's terms to noon on January 20th, beginning with Franklin Roosevelt's second term in 1937. This was done to shorten the lame duck term of the existing president.
