答案选D你知道为什么吧？因为主语designof a scholarly investigation和谓语动词affect之间是被动关系，被影响，只有D是被动语态的将来时态。
后面那个it is addressing 是一个定语从句，省略了关联词which/that。因为关联词做address的宾语。这里的address是“提出”或“处理”的意思。it 指代主语design of a scholarly investigation
