因为主句的谓语suggested为过去时，will对应 应该是would。
但如果 主句谓语是suggestes的话，两个应该都可以吧----这点我不是很确定。

但是
suggest作“建议”讲时,后的that从句常用虚拟语气.(用法同insist )
当suggest解为”表明”时,不用虚拟语气.
这点是肯定的，以后你就根据这用法去做题，看你理解了。
