不是宾语从句。It is said that 据说… 是固定句型，类似的有It is reported that.据报道。英语中被动语态较多，正常语序是That…is said.和That… is reported.里面that后边有主语从句。但是这种句子头重脚轻，不太好，所以，用it代替。这个it的作用又类似于常见的It is +adj.+ to do sth.中的it，起形式主语的作用。
