如果是判断自己是否运行比较简单，用APP对象的属性，好像是Instance。如果为真就表明已经运行了一个副本了。可以控制只启动一个程序。要判断别的进程是否启动，就要用Win32函数，好像是WinProc，具体要看帮助了。
