题目是the low financial cost of setting up wilderness tourism makes it attractive to many countries，原文是……no initial invenstment.But that does not mean that there is no cost……结果答案是YES，我觉得怎么看都是NOT GIVEN，雅思判断题不是禁止推理么？何况就算推理了也得不出YES来吧

题目意思是：建立野外旅游业仅仅需要很低的成本，这一点吸引了许多国家。
先是通过low financial cost 和 wilderness tourism 找到首段出处:
The attraction of these areas is obvious: by definition, wilderness tourism requires little or no initial investment.
wildrenness tourism 原词重现， atrractive = attraction, low financial cost = little or no inital investment; 此题为单句话同义改写，因此必然是 yes.
另外，not given 的考点主要就是如下几个：
