第一句：Did he tell you whom he was waiting for at the school gate？此句中whom he was waiting for at the school gate部分为动词tell的直接宾语，所以是宾语从句。至于whom，是因为它在从句里做介词for的宾语，所以用了宾格，这属于比较严谨的用法，其实由于从句并没有把介词for提前到whom之前，此处也可以用who，但显得有些随意。
第二句：Where is the woman whose watch was stolen yesterday?此句中whose watch was stolen yesterday部分对前面的woman起修饰限制作用，是定语从句。先行词woman和从句中的watch之间有明显的所属关系“那名妇女的手表”，所以关系词选择了whose

1.如果这样说：he was waiting for whom at the school gate.就好理解了，就是whom这个who代词的宾格形式做了动词was waiting for的宾语。但whom为什么放前边呢？因为它要引导he was waiting for at the school gate这个宾语从句呀。
2.whose watch“谁的手表”，用whose表示watch的所属关系。whose watch was stolen yesterday是一个定语从句，修饰前面的先行词woman。
