英语高手请进！关于句子成分

Goods on consignment are goods shipped by their owner, called the consignor.
为什么“called the consignor”是修饰owner的而不是goods的？
结合上下文才看懂 我把句子划分成分觉得应该是修饰owner的，但是这样不对

called 前面省略了which is， 是过去分词作定语，先行词是owner（主人、所有人） ，正因为不是修饰goods，所以用了非限制性定语从句，表示离goods（主句的主语）远些哦
