摘要
2008年全球性粮食危机爆发以来，粮食安全问题再度引起人们的关注。随着经济全球化的发展及WTO过渡期的结束，我国农业对外开放程度不断扩大，国际粮食市场波动对我国粮食安全的影响持续加大，2008年国际金融危机的爆发及持续蔓延也增加了危害我国粮食安全的不确定因素。近年我国粮食消费增长快于粮食生产增长，国内粮食供求缺口寻求更多粮食进口来补充。尤其加入wto以来我国粮食进口量迅速增长，同时也产生了威胁我国粮食安全的问题。为了在经济全球化的今天保护我国的粮食安全，必须采取有效的措施。依据国际贸易理论,利用国际市场加强粮食贸易能够发挥比较优势,促进资源合理配置。因此利用国际市场是保护国家粮食安全的有效方法。
文章首先明确了粮食安全的概念和粮食安全问题的提出.其次,基于新一轮WTO农业谈判和中国入世后产业政策调整的背景阐释了半个世纪以来我国粮食贸易的发展的四个阶段及其现状。再次分析了我国粮食安全与国际市场的关系，进而对国际市场与我国粮食安全的相关案例进行了简要的分析与评价，最后根据以上分析提出保障中国粮食安全的策略。

Since the global grain crisis bursting out in 2008, the grain safety has caught people’s concern again. With the globalization of economy and the end of interim period of WTO, the open of our country’s agricultural open being expanded increasingly, and increasing big effect on the grain safety of our country caused by market fluctuations of international grain, the financial crisis in 2008 bursting and lastingly spreading increased the uncertain factors harmful to the safety of our grain safety. In recent years, the consumption of the grain in our country increased faster than the production of grain. The lack of domestic demands of grain has to seek more importation of grain to add. Especially since the time when our country joined the WTO, the importation of grain has increased rapidly, which, meanwhile, threatens the safety of grain safety of our country. For the sake of protecting the grain safety of our country’s in the economy globalization, necessary measures must be taken. Based on the theories of international trade, utilizing international market can strengthen grain trade to develop its comparative advantage to promote a reasonable allocation of resources. Therefore, utilizing international market is an effective means of protecting national grain safety.
The article first makes the definition of grain safety clear and puts forward the issue of grain safety. Secondly, based on new turn of WTO talk about agriculture and the backgrounds of the adjustment of China’s industrial structures after China’s joining the WTO, it narrates and explains the four developing stages of our country’s grain trade in a half century and its present state. Thirdly, it analyses the relationship of the grain safety of our country and the international market, and furthermore, briefly analyses and evaluates the relevant cases about the international market and our country’s grain safety. Finally, it comes up with the strategies of protecting China’s grain safety based on the analyses above.

With the continuing globalization of our economy and the end of the WTO transition period, and as our agriculture becomes more open to the world, our food safety becomes more affected by the fluctuation of the global food market. The 2008 global economical crisis and its long-lasting effects have threatened our country's food safety as well. In recent years, our food consumption has been increasing faster than food production, so the gap between supply and demand can only be covered by importation. Particularly after we became a member of the WTO, our importation for food has been increasing rapidly, which at the same time jeopardized the safety of our food. In order to ensure the safety of our food in this globalizing economy, we must carry out effective actions. According to the International Trade Theory, using the global market to enhance food trading can be advantageous and promote appropriate allocation of resources. Therefore, taking advantage of the global market to protect China's food safety is an effective strategy.

This article first illustrates the concept of food safety and the problems we have. Then, based on the new round of WTO agricultural negotiation and how our production policies have changed after globalization, we describe, in the context of the past 50 years, the four stages and the current status of the development of our food trade. Next, we analyze the relationship between China's food safety and the international market, to further comment on relevant cases on this issue. Finally, we will summarize the above analysis and propose a strategy to ensure food safety in China.
