With the development of economy, China has conducted new round of reforms in collective forest property rights institution to further liberate and develop the forestry productive forces as well as increase the forest farmers' income. This paper describes several problems in China‘s current collective forest property rights institution such as unclear property rights, inaccessible forest right mortgage loans and unbalanced forest resources allocations. By thoroughly discussing the causes of the reforms in collective forest property rights institution and analyzing the effects these reforms caused on the forest farmers, forestry enterprises and the society as a whole with the application of The Property Theory, The Theory of Institutional Transition and Transaction Cost Theory in Economics, this paper comes to a conclusion with measures to optimize the reforms in collective forest property rights institution.
