呵呵，我看有人解释了，就省了。 due to 是一个介词词组，后面接名词或者从句，在你提供的两个选项当中，that 都是起引导同位语从句的作用，但引导同位语时，that 前需要一个跟同位从句等同的成分，就是答案C，你的没错，相信自己啊！我也不能解释你错误的原因啊

现在的问题是：C对A错？A对C错？还是两个都对，出题者错？
首先，我肯定，be due to the fact that -同位语从句是绝对正确的表达，也就是说，楼主的答案是正确的，不是错误的，而且应该是最佳的。现在要证明的是：A不是最佳或是错误的。
首先，due to 作为一个合成介词，在理论上，后跟名词性的东西，可以是名词，动名词，也有可能是名词性从句。但不是所有的合成介词都可以跟从句的，与这个类似的because of 就跟从句，你可以说：because of the fact that he was ill, 但不会说：because of that he was ill. 只能说：because he was ill.
当然，这跟because 本身就是一个连词有关。
而due不是一个连词，是一个形容词
需要查一下词典，看一看它们（due to） 合在一起有没有跟that从句的例句。
