ABSTRACT
Aim: The paper firstly gives a description of development states about medicine bidding procurement system of our country and then analyzes extensively the effects and existing problems during the practice using the relative knowledges in the area of pharmacy,economics and management. Based on what the paper introduced, the paper puts forward that how to use strong managements and norms to improve the system.

Method: The paper researches many documents in order to gather relevant information and then probes into the question by the combination of comparative analysis and inductive analysis.
