1 如果坚持的是事实或过去发生的事情，要用正常应当选用的时态

2 如果坚持的是将来的事情或是一种观点，要用虚拟语气，即 should+do
本搜运句中，“他应当被释键漏销放”是一种观点，所以用虚拟语稿游气。
