Once a child was bitten by a poisonous snake and sent to the local hospital, but wind up dying because there was no serum in store. That's a showcase of market failure. Few people will ever have to use serum because of its non-durability in spite of its low price. That explains why so many hospitals never introduce this kind of medcine. But when emergency happens and demand arises, they could merely do nothing with the treatment. Thus, the government needs to start intervention and make serum of certain quantities a stipulation for hosptals to observe.
