这里的representing作定语吗，为什么用现在分词？

现在分词和过去分次都现在分词和过去分词都可以做定语，现在分次所现在分词做定语表明他现在分词做定语，表明他和被修饰词之间是主动关系，过去分词就给你表明他和被修饰词之间是被动的关

representing...代表着……作定语，修饰committee
现在分词表示主动进行，（一般状态动词不表示进行，只表示主动）。
相当于：
which represents all...也就是主动
又如：
I like the room with the window facing the sea.
我喜欢窗户朝海的那个房间。

facing the see
=which faces the sea
The boy sleeping in the room is my son.
sleeping in the room
=who is sleeping in the room
