答案是选D，但是总感觉D假如了原文不存在的信息。我总觉得应该选B，因为这样就可以缓解经济压力了，和原文说的也有对应。

正确答案为B，修订后的36套已经把答案改成B了。
原文说支持pipeline project 的论据，只要说它的好就可以了，B就说了，这个最直接，符合ETS的逻辑思路。
