“所有评估工作均在有效监督下进行”，楼主那能用work are proceeding啊？？？work这里不可数应该是work is proceeding。
还有，“达到一流水平”中的达到最好用come up to，即in order to come up to first-class quality level.
下面这段有语法错误，“And it’s the earliest company engaging in the evaluation of civil airport airfield pavement.”当中的and是连词，必须连两个句子，而且在正式文件中出现it这样的代词不太好，容易指代不明，不知道您说的是母公司还是子公司。所以，这里用个同位语便能解决您的问题：China Super-Creative Airport Technical Ltd., the wholly-owned subsidiary of China Airport Construction Group Corporation of CAAC, is the earliest company engaging in the evaluation of civil airport airfield pavement.
