摘 要：本文从透视基础教育服务均等化的概念着手，以国际视野比较分析了有关国家的基础教育服务均等化措施。进而在对我国基础教育服务均等化进行现实考察的基础上，立足于财政公平目标，提出了实现我国基础教育服务均等化的基本思路。
