9月30日-10月7日是中国的中秋节和国庆节，放假8天。10月4号 货物就到目的港了，英语 要怎么说呢？怎么跟客户说在9月28号之前汇款 ，货代安排9月28号寄CO 和提单？

Please remember that money sending is to be done before the 28th of September, when our shipping agent will send you CO and the bill of landing. The goods will reach their destination port on the 4th of October. This time, we will have our 8 national days off , between the 30th of September and the 7th of October, with the Mid-Autumn Day closely followed by National Day.

Your freight will arrive at port of destination on Oct. 4th. But We are in Holiday from Sept.30th Thru. Oct. 7th, Chinese Mid-Autumn Festival and National Holiday. You'd better remittance the balance before Sept. 28 so that freight forwarding can send you CO and BL before our holiday.
