没有区别。现在完成时态中，it has been+时间,常可简写成it is +时间

基本上没区别，都用来表示某动作持续了多长时间。这是一个将短暂性动作转变成延续性状态常用的结构。例如：He joined the army three years ago，不能说成He has joined the army for 3 years,但可以说成It is 3 years since he joined the army. 或者It has been 3 years since he joined the army.
