“充耳”,是专职玉工用“琠”制作的,亦称制琠。后来发展到王室廷下有专职内吏,“施内典,执琠刑”,就是在朝堂上用玉板惩罚有小过错的臣子,称琠史,名称好听,却是专门受命打臣子们耳光的吏。“琠”是玉做的薄板,脆得很,稍用力就会断裂碎掉,因此“琠刑”属于“薄惩”。
