保障性住房PPP建设管理模式探析
摘 要：近几十年来, 房地产业对我国的经济的发展和人们的生活水平的提高做出了巨大贡献,取得了相当不俗的成绩,但由于我国人口数量庞大，住房缺乏的形势仍然十分严峻。为解决城镇中低收入阶层的居住问题，我国政府在推进住房制度市场化改革的同时，借鉴发达国家住房保障的运作实践和经验，大力推广保障性住房政策。目前我国大部分城市己经开展了保障性住房建设，然而相继都遇到了住房供应不足、资金短缺等问题，这在很大程度上是由于我国财政资金不足、融资渠道单一、住房公积金制度不完善等问题造成的。
基于以上所述的问题，本文首先对PPP模式的概念进行阐述；其次就是分析国内外保障房模式的现状，再次针对PPP模式在社会保障性住房建设中应用的可行性和必要性进行分析，最终提出PPP模式实施过程可能遇到的问题与建议。尽管我国PPP模式还处于初步发展阶段，但已经在各地许多建筑上得到了运用和验证。

The above problems based on the concept of PPP model, this paper elaborates the present situation analysis; the second is the real model of security at home and abroad, aimed at the PPP mode in the necessity and feasibility of the application of housing construction in the social security analysis, finally proposed the PPP model implementation process may encounter problems and suggestions. Although China's PPP model is still in the preliminary stage of development, but have been around for many architecture has been applied and verified.
